Mistral has given enterprise buyers a contractual answer to the question they ask first: where will our data actually be processed? The French lab made its Regional Endpoints generally available on August 11. You pick Europe or the US, and both the data and the compute stay there.

Alongside it comes a service-level story. Mistral Priority Tier, now in public preview, offers committed uptime and dedicated rate limits for production workloads. The company claims to be the only European lab providing both at once: a choice of processing region and an SLA-backed service level.

It will now run other labs' models too

The less expected part of the announcement is that Mistral will host third-party open models on its own infrastructure, starting with Z.ai's GLM-5.2. Those models run under the same regional controls as Mistral's own.

That repositions the company. It is no longer only a model builder but a place to run models in Europe. If an organisation wants a Chinese open-weight model while contractually keeping processing on European soil, that combination now exists under one supplier agreement.

Building capacity by selling it first

On infrastructure, Mistral is targeting up to 1 GW of capacity by 2030 through what it calls European Compute Units, financed by multi-year enterprise commitments. ASML, CMA CGM, Amadeus and Caisse des Dépôts are named among the partners.

A gigawatt is modest next to the largest US buildouts, but substantial in a European context, and the financing structure is the interesting bit: capacity gets sold before it gets built. That is a bet that demand for locally processed inference is durable rather than a compliance fashion.

Read the fine print on residency

Region selection does not settle everything, and buyers routinely assume it does. Where the model runs is a separate question from where logs are retained, which jurisdiction the support team operates from, and who can see your data during a debugging session. A contract clause saying "processing region: Europe" is worth having, but it answers one of those four questions.

The other thing worth checking, whatever the vendor: whether your inputs are used for training. Residency and training use are independent settings, and plenty of teams discover they negotiated only the first one.

Who this actually changes things for

If you sell to European customers, this matters more than the model quality debate. Vendor assessment forms now routinely ask where sub-processors handle data, and answering "a US provider, no regional option" costs points even when the technology is sound.

For everyone else, treat it as a signal about how the market is segmenting. Frontier capability is one axis of competition; jurisdiction, uptime guarantees and audit paperwork are becoming another, and the second one is where mid-sized labs can win business that they'd lose on benchmarks alone.

Our advice to buyers is to stop shortlisting on price and quality alone. Ask every provider on your list the same three questions: which region processes the data, is that written into the contract, and are our inputs used for training? The number of vendors that answer all three in writing is smaller than you'd expect, and that gap is a cheap way to shorten the list.
